The Racing and Gaming Conference held in Saratoga Springs, N.Y., Aug. 16-17 featured a panel discussion on the Horseracing Integrity and Safety Act, which passed the United States Congress in late 2020. The legislation calls for HISA to take effect July 1, 2022.
The Horseracing Integrity and Safety Authority, as well as its subcommittees, are in the process of developing the structure of the organization and national rules for Thoroughbred racing. Two lawsuits challenging the constitutionality of the legislation have been filed.
The authority falls under the U.S. Federal Trade Commission.
