The Delaware Thoroughbred Racing Commission has published several rule modifications, including those related to out-of-competition testing and the Multiple Medication Violation Penalty System, and is poised to adopt them in April following a mandatory 30-day public comment period.
The DTRC took the action during its March 8 meeting. The next meeting is scheduled for April 13.
The commission regularly takes such action when the Association of Racing Commissioners International adopts model rules or updates existing ones. The latest that would be adopted on reference are the ACRI Veterinary Practices Rule, ARCI Prohibited Substances Rule, and ARCI Out-of-Competition Testing Rule.
In addition, the DTRC corrected an earlier oversight that had the anabolic steroid stanozolol listed with other steroids as being subject to threshold levels when used to assist horses recover from illness or injury. The commission had agreed several years ago that stanozolol would not be on the list, which in effect is a ban.
The DTRC also published changes to the Delaware Jockeys’ Health and Welfare Benefit Board regulations; most of them deal with eligibility criteria for health coverage.
