HISA implements new procedures for 150-day layoff report

The Horseracing Integrity and Safety Authority implemented its 150-day layoff report rule beginning Dec. 5. As a result, the forms previously used by horsemen will no longer be valid.

Under the new rule:

• A layoff report must be submitted prior to entry in a race for any horse that has not raced in 150 days or more.

• HISA recommends submitting the report 10-14 days before the horse’s entry day to ensure timely processing.

• Trainers will receive notifications from HISA when a horse has been away from racing for 140 days, giving ample time to prepare the required documentation.
