The Association of Racing Commissioners International at its Model Rules Committee meeting Dec. 7-8 will consider several proposals, including regulation of trainer treatment records, veterinary reporting practices and disclosure of corticosteroid treatments in claimed horses.
ARCI will hold its annual Board of Directors meeting the afternoon of Dec. 8. It could take action on any of the proposed model rules.

Four of the proposals come from the Racing Medication and Testing Consortium: amendment of the current model rule on trainer treatment records; amendment of the model rule on veterinary practices; amendment of the model rule on corticosteroid and intra-articular injection reporting requirements; and creation of a model rule on voided claims.
ARCI also will discuss clarification of a model rule governing the riding crop; revisions to a model rule trainer responsibility for out-of-competition testing; differing regulatory philosophies on interference in a race; and the adequacy of existing penalty guidelines based on a review by the Drug Testing Standards and Practices Committee.
